A letter from former Basehor City Attorney Patrick Reavey to members of the Basehor City Council and Mayor Terry Hill, dated April 15, 2010 and entitled "Re: Mark Loughry." The letter was released to the Sentinel by the city of Basehor as public record in September 2011. Also released were four sets of evidence that Reavey sent along with the letter, labeled as exhibits A through D.
