Condemnation step, refund await action by council members
Lansing City Council is in line to receive and, perhaps, begin to take at this week's meeting.
The council is expected to approve a refund of nearly $8,000 for a storm sewer system installed under Main Street.
The city paid $576,000 for site improvements for development of the Carriage Hills Plaza shopping center at Main Street and Express Drive. Of that amount, $39,492 was paid to the developer's contractor to install a storm sewer crossing under Main Street.
The Kansas Department of Transportation determined the installation has resulted in a savings of $7,982 to the state, which is the lead agency for the Main Street system enhancement project.
The council also will consider a resolution that would allow the city to pursue condemnation of property needed for the proposed tax-increment financing project and development of Towne Center.
Public Works director John Young said in a memo that time constraints make it prudent for the council to adopt the resolution now. Negotiations are ongoing with the lone property owner holding out.
Condemnation is a three-step process that includes the enabling resolution, followed by a condemnation ordinance and filing the condemnation in Leavenworth County District Court.
The council meets at 7 p.m. today, April 19, at City Hall, 800 First Terrace.
