Edwardsville approves apartment complex plan showing increase in units

The city of Edwardsville has approved two more steps for the long-awaited Raintree Apartment complex, 1300 S. 94th St.

At its first meeting in March, the city council approved a revised preliminary site plan for the apartments. The plans submitted show two different configurations of apartment buildings for the two-phase development with a total of 592 residential units — a jump from the original estimate of 510 units.

Most of the buildings will have a three-story or a four-story-split design. The first phase of the development will include 386 apartment units within 16 different buildings on about 22 acres of the site, as well as clubhouse, pool and amenity facilities.

Phase 2 would include nine more buildings with 206 residential units on 15 acres.

The 2007 development proposals showed 260 units in Phase 1 and estimated about 250 units in Phase 2. But city staff noted that the preliminary site plan is generally the same layout as shown on the preliminary plat in 2007, and the total number of units proposed is still below the maximum permitted within the high-density residential zoning.

Zoning for the project was approved in 2006, and a development agreement with the city was approved a year later, calling for off-site infrastructure improvements in exchange for tax abatements.

Last week, the council held a public hearing and approved issuing industrial revenue bonds of $36 million for the project, which will be paid off by the developer.

In other business last week, the council:

• Approved the minutes of the March 12 meeting.

• Approved bill payments totaling $223,102.

• Approved a resolution for the issuance of a temporary note of $1 million for improvements to Edwardsville Drive/110th Street.

• Approved amendments to charter ordinances and the code of ordinances regarding city governance. Among the changes are: the terms of elected officials would be four years; mayoral appointments would be limited to the municipal judge, city prosecutor, city attorney and city manager; and the title of city administrator would become city manager.
