Prostitution arrests a first for Bonner Springs

Bonner Springs police Tuesday raided two massage and spa parlors and made arrests related to prostitution.

Lt. Rick Schubert said the raids on the businesses, located in the 100 block of North 130th Street and in the 13000 block of Kansas Avenue, were the result of a week-long investigation. Police arrested Chen Li, 48, the owner of the business on 130th street, on charges including promoting prostitution, a lack of a business license and a failure to keep a client registry.

Schubert said the owner of the business on Kansas Avenue was not present at the time of the arrests.

Three women were arrested between the two businesses on charges of prostitution and a lack of a license for massage therapy: Gui Xiao, 42, Angela Chen, 57, and Hong Jia Liao, 50. The crimes were all misdemeanors in the city, and the bonds were set at $700 for Xiao and Chen and $200 for Liao. A fourth woman was detained but later released with no charges.

Schubert said the city attorney confirmed that these arrests were the first case of prostitution in the city's municipal court. He said the case has been turned over to Immigration and Customs Enforcement investigators to determine if human trafficking was involved in either business.
