Basehor council to review proposed development

A large development proposed in Basehor is closer to becoming a reality.

The Basehor City Council Monday is slated to discuss in its workshop a final plans for the Cornerstone development, a senior housing apartment building the council gave a resolution of support to in February. The council also will discuss the first steps related to three planned infrastructure improvements approved for funding earlier this year: Donahoo Road, sanitary sewers and a sidewalk on Leavenworth Road.

Items discussed Monday will potentially move on to final approval at the council’s Oct. 19 meeting.

The Cornerstone project required a resolution of support from the council earlier this year in order to apply for low income housing tax credits. Over the summer, Lloyd Martley, city administrator and police chief, said the city was notified the project had received the tax credits and hoped to break ground in October.

The three-story, 48-unit senior housing apartment building is planned for 4.5 acres at the southeast corner of the not-yet-constructed Basehor Road and 155th Street. The lot is generally across 155th Street from the Dollar General Store.

Nebraska-based developer Cornerstone Associates LLC said the development is targeted to serve residents whose income is 50 percent of the county’s median income.

The council’s Monday agenda shows the council will discuss a preliminary development plan revision, final development plan, final plat and subdivision improvement agreement, but no documents relating to those items were provided in the packet.

The council also is set to discuss land acquisition services related to three infrastructure improvements.

According to documents provided in the workshop packet, the council will discuss engineering services for the Donahoo Road project, which will improve the road and drainage from Kansas Highway 7 west to 141st Street. A contract not to exceed $45,840 is proposed with Schlagel & Associates, with the requirement to finish the final design by Feb. 28.

The city also will discuss contracts with Land Company Real Estate Services Inc., Bonner Springs, for land acquisition services to acquire right-of-way and easements for the Leavenworth Road sidewalk, the Chestnut sanitary sewer improvement and the Donahoo Road improvement. The sidewalk contract is not to exceed $17,380; the sanitary sewer contract is not to exceed $15,800; and the Donahoo contract is not to exceed $2,370.
