I think the answer is yes. It'd be a fairly large expenditure of the tax base, and it's something the taxpayers should be responsible for.

I don't think it's something that needs to be voted on. I think we need to be informed, but it comes from the same budget anyway. It's not like they're adding a tax to pay for this. And nobody's going to go vote for something like this. Why waste the time and money?

I think the public should have a say. That's our taxes and that's where our money's going. We get to vote on tax increases and bond issues, so why not this?
