Of course the City needs to annex Cedar Lakes. They should annex anybody connected to the City's wastewater treatment plant. The City uses money in the General Fund, which is collected from property taxes, to operate, maintain, and expand the wwtp. The homes in Cedar Lakes do not pay into the City's general fund.

For sewage treatment a home in Cedar Lakes pays for the KDHE loan that was taken out to close their lagoon and connect to the City's WWTP, they pay a grinder pump maintenance fee, and they pay a sewage treatment fee which is 150% of the City's rates.

So while all of us City residents pay our monthly bill which pays for the treatment of the sewage we also pay into the City's general fund. That general fund will pay for the KDHE loan for the plant expansion which is currently under construction. An expansion that was needed in part due to the sewage coming from Cedar Lakes.
