I thought I had a handle on this until I read the briefs and memorandum's from the Judge. So now am I to side with Hill and Loughry because they altered a contract and clearly this is the precise reason the legislation was passed to stop this? Can someone answer this. I also am concerned with the misdirection of the money but I feel the important item here is the other items claimed.

I do believe the Judge ruled that the Mayor / Administrator altered the contract if I am correct? Was this addressed at today's hearing?
